I believe it’s because of sites like https://bitly.com/ and http://tinyurl.com . Saves you the headache of long URLs.
Is there some kind of history behind it?
Like how does app relate to url shortening services?

it’s not really all that complicated
app is short for application
the url part of the clue was a red herring
I just knew there was something fishy about it. 
If I might make a bad joke, that was a flying fish - one that went right over my head.
