If you are fresher then w3schools is best option for learn html and css.
you mean WORST - that site teaches how to write for Netscape 4 and earlier and not for modern browsers.
That site is partly responsible for so many people creating their web pages using HTML 3.2 even now.
w3schools.com and quackit.com are where I learnt my HTML and CSS. In addition to tonnes and tonnes of practice 
I think the best way to learn HTML and CSS is to first learn it from a website that teaches you how to code, like Code Academy.
When you’re finished with Code Academy, choose a website that you like an try to copy it. Ignore anything about responsive design etc for now, you will get to it later. Learn to write proper HTML markups, use floats in CSS and other important properties. I’ve made a small list of important CSS properties over at my blog

There are a lot of sites where you can learn about HTML and CSS. W3schools is the site provide online tutorials for every language. Otherwise search it on google for more online tutorials.
