Annoying problem with linking external CSS

When I link to my CSS locally, the page displays as it should. But when I upload it to my server, the CSS refuses to load. It only displays the HTML with no styling.I know the solution is probably obvious but after several minutes of trying I’m lost.

Here’s how I have it linked in my index.html.

That’s weird. It was working last time you posted. Is the link to the file online correct? The server is suggesting it’s a forbidden link. You might need to talk to your host about this.
