Best way to create a web app

Hi there
Im a PHP developer and have an idea to do.
Its will be a big app, a sort of LMS.

Actually I dont know how to start and how to plan to do it! for example is it better to write my scenarios in a Microsoft office word one by one and then try to make a simple preview with applications like balsamiq ? If the answer is yes, so what to do after these two steps?

I dont know how to start to have less mistakes during the developing way.
