I’m researching a business idea based around, allowing authors to sell ebooks from a website.
What would be the best way to set that up? i’e tech wise? could it be done with wordpress? or would it need dedicated web programming? or are there templates already out there for such a service?

It’s whatever you feel comfortable with. If you’re good at wordpress, go for it. If you can crank out some php, do it! Whatever you’re good at, do that.
It’s depends you, actually it’s very from features/functionality. Wordpress is better CMS also you can try with Magento . Some where joomla is working good as well.
