PageRank is awarded per page, not per site, and I think you’re very unlikely to find what you’re looking for. The home page of a directory site may have a high PR, but you’ll generally find that the internal pages have very low PR.
In any case, Google gives little weight to those links which you can easily place yourself - such as on free directory sites - so I think your efforts would be better spent elsewhere.
