CSS form problems

Hello I am working on the a form at http://www.consultwebs.com/guidelines/form1/ and it’s displaying correctly in Safari, Firefox and IE 8 but it has some weird width problems on the headings and containers in IE 7 & 6.

Anyone know the problem?

Legends are a pain to style and John’s article explains the things you need to do to get them consistent.
