I want to create a GIF from a VIDEO. The VIDEO SIZE is 1 meg. I don’t know how to do it? Please suggest me free programs or anything else that can do this.
Just do a screen shot. Save for Web as a .gif in Photoshop. Easy. 
If you want an animated GIF, take a few screen shots, and then in Photoshop or similar program you can merge these into an animated .gif file.

Even i think that you have to do the same thing as they told you in above. Take the screen short of the Video and then paste it and then open it into the Photoshop CSS-5 there you can change the type of the file and can save in any format you want.
