The city I live in posts the the feed of their traffic cameras with a 15 second refresh rate at [URL="http://www.lincoln.ne.gov/asp/city/pwcam.asp?ID=47"]
How do I learn to post something like that? Would it be the same as an image given the refresh rate?

Windows Media Encoder was the free software I went with in the past.
I'm not sure about anything current that doesn't cost a small fortune.

There is a free package called [Abelcam that is specifically meant for this kind of thing. VideoLAN from the same people who made the VLC media player also has the ability to broadcast live streams again a fully functioned freebie. [URL="http://www.nchsoftware.com/broadcam/index.html"]Broadcam](http://www.abelcam.com/en/features) is also worth a look even though the free version has some restrictions.
