Does the parallax effect require javascript?

I’m not too familiar with the parallax effect and have not put one together. I’m assuming it requires javascript/jquery. is this case or is there another way to do it? I’m aiming for something where one layer moves slower than another. This is a fine example - http://diablomedia.com/#home

Some pages like that still retain some of their scrolling qualities with JS off, but for the full experience, you do need JS. (If you turn off JS on that page, you’ll see that it becomes a pretty standard scrolling experience.)
