I am looking for an ecommerce system which can be used in spanish. On a budget so ever open source or under $500 would work.

As far as I know cs-cart supports Spanish language by default:

As far as I am aware, all the major e-commerce packages have translations under development or currently released, you shouldn’t have a problem using them.
