This http://www.icecast.org/docs/icecast-2.3.2/icecast2_basicsetup.html discusses how one accesses a stream from a radio station setup using icecast2. This likely also involves opening a port(s) on your firewall so outsiders can access your station; be careful with this as it is hosted on your personal computer it becomes a greater target for hacking so be vigilant with your security on this.
This http://developer.yahoo.com/mediaplayer/ media player could be added to a web page that you host providing a nice visual frontend to read the mountpoint and file you serve using icecast.
