I am looking for a free public domain forum with the following

Very readable code. So I can try making adjustments myself (I have just downloaded one which is very complex and I would not be able to change anything).
Secure. I want to be able to ban members and ban virtually all URL’s (as they are usually spam)
Free public domain

Has anyone got any suggestions?

Good to visit vanillaforums.org. Nice website but it payable.

You need a free hosting site like vlexofree and then use their control panel to install one of the forums they offer. Vanilla and phpBB are popular choices.
