my cPanel shows an dedicated ip,
but if i enter the ip in the browser address bar, then i get a 404,
so is the information is false?

That means that you haven’t defined a default domain for your server. Just because you have a dedicated server doesn’t mean that you can’t have more than one domain hosted on it and so unless you specifically define one domain as the default for the server simply referencing the IP address will not reference any particular one oout of however many domains you have.
You definitely need to assign the domain first. Many just assume because they bought out this expensive dedicated server they will have instant access using the IP address but you still need to assign a domain name first.
