The best option for this is to participate on social networking sites. But you will need to work on building your network on regular basis and more importantly, if you keep promoting your own pages or website, the members in your network may consider it as spamming so I would suggest you to participate genuinely and participate in other discussions as well.
A lot of it depends on what your site is about. If your content is the sort of stuff that people might be interested in when “just browsing”, you could pick up a fair amount of traffic through social networking and social bookmark sites. People may be less likely to go to Google for that kind of content.
On the other hand, if you are dealing with more specific, targeted content - the sort of stuff that people are likely to go straight to Google for, then that’s where you need to target your efforts. Getting links from other sites that rank high for relevant searches might help, but you’ll probably struggle to get those.
Put yourself in the mind of the searcher. What would you be doing, if this website was the answer to what you wanted?

Since Google’s big changes in 2012 (Panda, Penguin) it’s become fairly clear to many people that relying on Google as a source of traffic is destined to be painful. The many people building scammy AdSense sites up to 2008 already knew this when their earnings were decimated in that year by Google’s algorithm changes.
So, much better to have a strategy where you rely on Google only as a source of supplementary traffic, not your main traffic.
For most people, probably, the best approach to this is to create really excellent content in a niche that you enjoy (so it’s not boring). It needs to be so good that when people come there they will be happy to share it with their friends, followers, et cetera. Then if you get active in the relevant forums and questions and answers sites – which should not be a pain if it’s a topic you enjoy – then people will follow the links in your natural posts, and in your sick, and the trickles of traffic you get will mount up to a steady stream.
This is a nice, solid strategy which doesn’t depend on Google.
