The best option for this is to participate on social networking sites. But you will need to work on building your network on regular basis and more importantly, if you keep promoting your own pages or website, the members in your network may consider it as spamming so I would suggest you to participate genuinely and participate in other discussions as well.

A lot of it depends on what your site is about. If your content is the sort of stuff that people might be interested in when "just browsing", you could pick up a fair amount of traffic through social networking and social bookmark sites. People may be less likely to go to Google for that kind of content.
On the other hand, if you are dealing with more specific, targeted content - the sort of stuff that people are likely to go straight to Google for, then that's where you need to target your efforts. Getting links from other sites that rank high for relevant searches might help, but you'll probably struggle to get those.
Put yourself in the mind of the searcher. What would you be doing, if this website was the answer to what you wanted?

Since Google's big changes in 2012 (Panda, Penguin) it's become fairly clear to many people that relying on Google as a source of traffic is destined to be painful. The many people building scammy AdSense sites up to 2008 already knew this when their earnings were decimated in that year by Google's algorithm changes.
So, much better to have a strategy where you rely on Google only as a source of supplementary traffic, not your main traffic.
For most people, probably, the best approach to this is to create really excellent content in a niche that you enjoy (so it's not boring). It needs to be so good that when people come there they will be happy to share it with their friends, followers, et cetera. Then if you get active in the relevant forums and questions and answers sites – which should not be a pain if it's a topic you enjoy – then people will follow the links in your natural posts, and in your sick, and the trickles of traffic you get will mount up to a steady stream.
This is a nice, solid strategy which doesn't depend on Google.

Depends on what is your targeted audience.
For example: If your website is on weight loss niche, you can use facebook, media buys and ppc rather then depending on Google.
There are various other options like article marketing, using forums to bring traffic, CPA offers.

I would use Adwords or some other PPC provider to drive traffic to your site. There is always social media as well.
What about making videos, or starting a blog. A blog is a great way to drive more traffic to a website. Especially one that offers useful information.

Invigo brough up a good point here - in addition to SMM (which takes time) and PPC (which takes money), you can try to go into traffic exchange.
The only problem with the traffic exchange is that you need to have some traffic prior so you can exchange it (catch 22, huh?)
If you have a new website or blog with very little DAU, you will have to get some initial traffic through the CPM, PPC networks, or Social Media - then you can exchange it.

There are plenty of networks that do traffic exchange.
In Russia, the biggest one is mgid (but they have mediocre traffic quality because they work through the banner network)
In the U.S. you have Nster, startxchange, morehits4u, and tons of others.
The problem is that a lot of people are trying to do traffic exchange having a very low number of visitors, and as a result they receive low return.
Another thing to keep in mind - you got to send visitors from the traffic exchange not on your "home" page, but on the landing page or any other page that do advertise whatever you have.
And don't put traffic exchange banner or widget on the same page with Google AdSense - google doesn't allow it.
I was personally using traffic exchangers while working in commercial real estate and later in radiology center in Chicago. After I paid for couple thousand visitors, I started rotating them with other websites and the outcome was very good...

After search engine, best way to get traffic is from Social Media sites... Try to get engaged with Social Media sites like FB, Twitter, Pinterest along with some forums of your niche. Try to build a good reputation and earn some followers there. Keep your followers busy by posting interesting time by time and it will definitely converted into good amount of traffic to your website. And one thing I noticed, if you've your fan base setup than traffic comes from social media has very less bounce rate.
