i want to be a web designer. But how can i be?

You should google this sort of thing. There is so much available online, including on this site. Here’s something I found with a quick Google search:

You basically have two options. You can enroll in a university or community college to learn about web design or you can search the web for tutorials on how to build websites. Personally I have found that if you are passionate enough to learn on your own and can build up a decent portfolio, you can accomplish the same levels of success that you would had you gone to a traditional school.
