http://www.htmldog.com/ is a good place to start learning the basics of HTML and CSS, both these are the foundation of the web so you need to learn them.

This question has been asked repeatedly. Have a look at this thread, which suggests some resources, and also links to other threads we've had on the subject:
And there is a wealth of material available at our sister site, https://learnable.com/
(You might also want to look at http://www.w3fools.com/ to see why w3schools is not the best resource on offer.)

Coding is the foundation of web designing. If you want to learn web designing then you should be able to understand HTML codes. You have to learn the meaning of very code which is used in web designing. And also learn Photoshop which will help you in optimizing your website. You can learn HTML and CSS from a bunch of online resources as well as books off Amazon. For practice, there are plenty of free web design tools you can use to teach yourself how to code. I like Blue Griffon (do a quick search for it)/

There are three aspects to web design.
Web graphics designer (Web layouts, banners, buttons etc)
Front End Developer (Person who converts the designs into web pages using HTML and CSS)
Both of the above.
