As a general principle you could follow pretty much any of the tutorials online about making a nav bar in photoshop. All that really changes is the graphics used to make them look nice. If you were so inclined you could pretty much just copy the design (or download and re-use the background graphics) to make your own. Be aware that there are CSS styled nav menus that will render regardless of whether images are loaded or not.
