Honestly… start here:
You’ll need to start learning but its worth it as its an emerging platform and potentially a massive one 
I mean interactive tv’s are going to become a huge part of connected experiences so it speaks for itself.
As for development, Samsumg have an SDK which you can download from the link above; you can use a number of technologies such as Java, HTML5 and even Flash.
You’re best to sit down and read through that site for a while. There are lessons, tutorials, example code etc. on there too.
I really would recommend getting into it!

I nearly wet myself when streaming and rtmp were added, along with Flash. Hmmm I wonder what we could create there?

Also read up and get used to 10ft experiences / 10ft user interfaces because aside from the technical implementation, you need to consider how the UI will work in the context of a TV.
