how to find speech recognition is already started or not in html 5

Is it Chrome bug? Related to Speech Recognition.

I need current active tab only observe the Speech Recognition. Is it Possible?

because I open this website “[B]https://www.talater.com/annyang/[/B]” in one browser tab, and

Google search open in another tab ,then I click mic Icon in google search , Its shown message “Please Check your microphone”.

I think Speech Recognition implementation in Chorme, Current Active tab only observe the voice . This is very useful.
