So I am planning to start a web development business and I want to partner up offshore web developers to get the work done. I was wondering if anyone had any advice on how to go about finding and contacting these firms or people.
You can consult with someone like me to learn the ropes. But, what makes you think you can succeed at offshore development when so many others have failed?

Because I am not one to jump into something without fully understanding it. And a relentless attitude towards perfection. I don’t usually fail at things I put my mind to:)
