I presume you mean Domain Authority, which is a measure used by moz.com. You can read all about it here: http://moz.com/learn/seo/domain-authority

Where are you finding that information? If you look at the link I posted, you’ll find moz.com says:

This was done intentionally; this metric is meant to approximate how competitive a given site is in Google.com. To get a good Domain Authority (DA) you need to build up some pretty awesome links. Try out quality guest post and quality article submission sites (be careful) and you will be able to get an uptick in your DA
