I am wondering how I would go about creating my image to look like this one Yes it’s sims 3 But I am dying to know this how to do this

i am not getting the question but off-the-cuff you use corel, gimp or photoshop to create an image
i am totally lost please provide more information, code sample and screenshots and a better explanation for want exactly you want help with

It I believe you want to “posterize” your photo. You can do this in PS, and you’ll find loads of tutorials on youtube; like this one : http://www.youtube.com/watch?v=ZWzbLxj3-vg
