On this site, in Internet Explorer 8, why doesn’t the “Northern VA Landscaping Design & General Yard Improvement Services” heading extend all the way across the top of that middle section like it does in all other browsers?

You need to rethink this layout anyway, as things are not right in Firefox either. You got off to a bad start with the negative top margin on the H1. Best to stop doing that. I would probably content myself with a few extra divs here, one for the left content and one for the gallery, both floated, to avoid issues like this.
