I don’t know what you mean by a “safe domain”. In terms of SEO?
I guess if your target audience is Tokelau / New Zealand / South Pacific then it might even be beneficial.
The TLD has a reputation of being used by “problem sites” i.e. SPAMmers and scammers, so it might hurt too I suppose.
With country code TLDs (ccTLDs), there’s always the small risk that the country will change its registration terms or restrictions (ie, some countries require a mailing address in the country that the ccTLD is for).
For ease of access, most people automatically “.com” after a domain name. As such, I always try to get a .com TLD.
