There is no hard and fast rule for creating back links for a website but never over do that. The only thing is build a quality link as a single back link from a high authority website in a day is better than 100s of links in a day.

As A1brandz mentions, there isn’t a solid rule and you do want to focus on quality but there is another factor. Mainly you want to avoid spike in link building data. Remember that links (when built naturally) have a pattern over time. If when the pattern begins, it is fast, then always building links fast may not be an issue. Conversely, if links were built slowly over time (say about 1 a day) and then all of a sudden there are 100 links every day, this throws up a red flag.
In a nutshell, just don’t make it look like you are building tons of links in a spammy way and you should be fine.

No rule at all, as long as they are genuine links and not spam or automated, any amount of links would be ok, just the number of links should grow in time and not all of a sudden.

There is no limit for link creation. But assure that you are not spamming by submitting repeated content.
