Looking for image sharing template, please advise me

Hello, I’m looking for a template that:

  • Allows a person to upload a file, picture, scans, documents, photo, ect. and share it with the community
  • Allows editing of files once uploaded, censor out stuff, erase, highlight and resize
  • Point system, if a person uploads a file then it would receive 10 points.
  • Report system, allows a person to report inappropriate materials

I hope I’m not being picky but it would be great is this exist. Any platform would be good, wordpress, joomla, ect.

So if you know of any script or template that allows this please advise me. Thanks for the help.

If you are using wordpress, you may find the template “gallery”, it does not have all the features you asked, but it’s quite good looking.
