One of my colleagues put this together: http://www.redant.com/articles/design-and-build/sql-server-performance-troubleshooting-for-dummies/ and since I couldn't see anything MS-SQL specific in the stickies I thought it might be useful.

I skimmed it over and it read well to me (I plan to go back and do a more thorough read). I've actually used several of the techniques your colleague described to handle performance issues.
