I agree with that, and we generally no longer support older browsers or check to see if sites work on them.
In saying that, we are doing some work on websites for some Asian countries where Internet speed and browser versions are slow/old so sadly we must make sure everything works and runs as fast as possible by keeping any raster image usage to a minimum
