<center>THE EAA OBLIGATION</center>

<p>The EAA believes archaeology should be about an interest in history alone, not money. We also recognise that artifacts other than the ones belonging to the Crown, belong to the landowner and the historical knowledge to be gained from them belongs morally to society, so failing to keep the landowner properly informed or failing to deliver the knowledge to society or selling finds are all inconsistent with an ethical approach. Accordingly, EAA Members make the following pledges to landowners:</p>
<ol>
<li>Members will give a signed copy of this document to the landowner so that he/she is fully informed about the way we will act if given permission to excavate on the land.</li>
<br>
<li>Members will also present a current Third Party insurance certificate (similar to that used by Britain's Detectorists), personal ID documents (Passports are fine) and contact details for PAS and the Local Archaeology Service, and will encourage landowners to make independent enquiries about themselves and whether excavating on the land is appropriate.</li>
<br>
<li>Members will always enter into “finds agreements" and will promptly make a record of ALL finds and hand this list together with those finds, into the hands of their legal owner, the landowner, so that he/she can consider what (if anything) should be done with them. Members will advise landowners to obtain independent legal advice upon the significance and value of all finds.</li>
<br>
<li>Members will familiarise themselves with the Treasure Act.</li>
<br>
<li>Any sale of a find will be a matter for the landowner alone to decide upon; any find he donates to a Member must immediately be handed to an EAA-approved museum, and never in any circumstances, sold to a private collector or non-EAA approved museum.</li>
<li>In the event that an EAA-approved museum wishing to purchase a find, Members will voluntarily forego any monies offered and report the offer to the EAA. Members will forego all rewards under the Treasure Act, in favour of donating any share to the landowner. In order to enable an EAA-approved museum to purchase at less than full market value, we believe accepting any rewards are inconsistent with an ethical approach, as is obliging hard-pressed museums to buy finds at full market value. Our aim is to take museums out of the free market.</li>
<li>Members will confirm prior to excavating that the landowner consents to finds being promptly reported with full details of all finds or discoveries of unknown sites to the government's Portable Antiquities Scheme and will then do so in every case.</li>
<br>
<li>Members will promptly hand over to an EAA-approved museum, any finds the landowner allows them to keep, on the basis that if the museum requires any, they will be donated without conditions.</li>
<br>
<li>Members will properly catalogue and curate any finds not required by the landowner or museum (and recommend or help the landowner to do the same with any he keeps) and make arrangements to ensure they will be re-offered to a museum in the event of their demise.</li>
<br>
<li>Members will not excavate anywhere (irrespective of legality) without prior confirmation from the appropriate Local Authority curator that doing so poses no threat to the known resource.</li>
<br>
<li>Members will comply with and regard to, the Code of Practice for Responsible Archaeology in England and Wales as a minimum level of good practice, substituting the words 'metal detecting' with '
archaeology'...in particular:</li>
</ol>
<br>
<ul>
<li> (a.) Members will enter into "finds agreements" with landowners (see '3' above)</li>
<br>
<li>(b.) Members will not support those Archaeology clubs or institutions in which the behavioural standards of any participants are less than entirely ethical</li>
<br>
<li>(c.) Members will never excavate on long-undisturbed land or use the new generation motorised mechanical diggers</li>
<br>
<li>(d.) Members will not support unstructured commercial artefact hunting, any televisual archaeology that trivialises the subject, or that does not accord with professional standards (as these deliver neither maximum benefit to society or minimum damage to the resource)</li>
<br>
<li>(e.) Members shall under no circumstances, when excavating overseas, cause artefacts to be placed in the Diplomatic Bag for transport to the UK</li>
<br>
<li>(f.) Members shall under no circumstances lend their names to, or support in any way, to unscientific schemes such as propaganda -driven artefact erosion counters. Members shall renounce
their membership of any archaeological charity or umbrella organisation that so supports, or that any of its Directors support, any such artefact counter, propaganda scheme aimed at any Third Party,
or, any organisation representing landowners, metal detectorists, or, any operation, hobby or pastime, currently legal under law. Members will not enter or excavate any land currently under
investigation by bona fide metal detecting clubs or associations.</li>
