Plugin to achieve this effect

I’d like to know which plugins can help me achieve the effect on this page Professional Web Design & WordPress Theme Design by Orman Clark whereby I’d have a one page site with a nice scrolling effect using JQuery. I would also like to fade out the non-active sections, say to 0.5 opacity. Thanks.
