Firstly increase your visibility in the search engines and then PPC work effectively for your website if your site visibility is not good then PPC is not useful for you.
That seems highly unlikely. The success of a PPC campaign depends on how effectively you write your copy, which keywords you bid for, how much you are willing to pay for them, and - most important - how successful you are in converting the clicks to sales. How does “your visibility in the search engines” have anything to do with it?
If you think your statement is correct, perhaps you could explain your reasons for making it.

PPC is a good way to drive traffic to any website old or new as long as the content is not against Google TOS or your ads will not be approved. You should use PPC to drive traffic if you have a monethization method in place like affiliate links, otherwise you will only be losing money
