Depending on the type of question:
* Video conversion software / encoding / format questions - belong in the Computer Hardware and Software forums
* General video creation tips and best practices - belong in Graphics
* Streaming videos - belongs in HTML and XHTML for HTML5 <video>, or Flash and Actionscript for live streaming
* Offering video / audio (infrastructure / bandwidth / etc) - belongs in the hosting section.
