I have upload my joomla site twice on my hosting server at
http://www.crazydomains.com.au/login/email_login.html
But when I access site with ip address it is showing error, url :
http://203.170.82.97/~chiropra/
but when I upload additional file on same root getting records from database, it is running :
http://203.170.82.97/~chiropra/test.php
Please help me.

Your first link IS working but it’s failing because of an error in your code:
require_once(/usr/local/apache/htdocs/includes/version.php) [function.require-once]: failed to open stream: No such file or directory in /home/chiropra/public_html/includes/joomla.php on line 71
Take care of that error (surely you edited the config file?) and Joomla should take care of you.

I think you need to remove all old joomla files from your PC and download new release from Joomla official web site.
If still not working you will need to contact your web hosting company and asl anout that
