The client needs to supply yyou with the necessary information about this. It may be a CMS built by the old developers. It wouldn’t hurt to rebuild the site from the ground up anyway.
Ya, there idiots. I can do a site just like that using wordpress (I dont even know spanish so what do they expect?
If you view the site in Chrome, it asks you if you want the page translated, which is handy.
