What language do i need to learn to build something like this or to hire a coder.
I know the site also use vBulletin.

Seems that website uses a CMS custom made, in which the vBuletin forum is integrated.
An web site like that can be made by a senior programmer who know very well PHP, MySQL, JavaScript, HTML, and CSS.
I’m not sure, but maybe an website like that, or similarly, can be made with the Drupal CMS, adding some addons. Try check and test Drupal.
Its best to hire a coder that knows what hes doing, pointless to learn programming just for one site. But that site seems like just a vBulletin 4.1.12 customized.
