Flemzy means to be flexible or something of great beauty according to the dictionary online. I am going to use the name to target building RWD websites. Hence flexible.

I think the texture in the tiles looks dated, and it is adding a fair bit to the load time, are they optimised?
You scrolling tile in header, while cool, does not add any real value and may distract the users.
I find the clip art down the button needs a lot of work. I note you say you need better design.
I would add some testimonials to the page, and a clear call to action.
Also on collapse, your clip art elements have way too much padding applied IMO.
I think this site needs a fair bit of work, well done on getting something up.

I took your advice to heart and canvas and changed the whole layout to get a desired result. This is what I have thus far. Please let me know how the site is coming along. Any others are welcome to critique the site.

See your get a quote button? On hover, it is much cleaner, much easier to read. I would swap this so it's the inactive state, and make on hover a slight shade darker.
Your quote button is your CTA (call to action), your design needs to focus on the CTA.
The italic text next to it is hard to read and I feel this copy could be improved. Check out Google fonts.
Add a catchy headline that focuses on your service offer. Add this above the three boxes. Replace the copy in the boxes, you don't need to tell clients what tools you are using (focus on the service offer). I feel the boxes take up way too much space. As I said on collapse the padding is too big.
Your logo could be improved, it needs to tell me a story, I don't think it is ATM. That is just me.
Add (real) testimonials too. Even if it;s about your programming work.
With design, start on paper.
Please don;t take any of this too heart! Just keep at it.
Oh the HTML is written well, comments are nice, good programmer:) I did not read into it deeply or check the style sheets. You may not need so many of those.
I am a firm beleiever in KISS, keep it simple stupid, so i absolutely love the minialistic layout.
There are several things you can work on though:
1. Add some trust indicators, real testimonials go a along in this department.
2. The logo placement needs more thought, maybe center it.
3. CTA needs work, round the edges, make it a flat ui like the rest of the site
4. Put in a sticky footer
