What is a horizontal delimiter called

Hi,

I know this is not a typography forum but it’s the closest thing I could find on sitepoint forums.

If you go to Five Things You Should Know About HTML5 - Dive Into HTML5 you can see a ❧ glyph being used in the top and bottom as a delimiter. What is the typographical name for using a glyph like that to divide the text? I don’t want to know the name of the glyph.

I believe it’s called a ‘fleur.’ or ‘flourish’ and that the term stems (pun) from an old printing practice which a "fleur-de-lis " was used as a section divider. I, however, dunno what it has to do with HTML ( 5 or otherwise).
