Nobody can say what’s best. I can tell you that I’ve got a Galaxy S4 and I’m very happy with it but… Is it the best? Yes, for my needs… you do need to read the details of each phone and see what suit you best

i agree, you must consider: price, your needs and what current mobile version is offering. I’m using S2, and i can say it’s not so much different (by speed, camera, application availability…) from S3, or even S4…
