When I visit SitePoint, a small window pops up asking me if I would like to download some free ebooks by entering my email. Although I enter my email, nothing happens, I guess it is a bug. So, where can I find those ebooks? If they are only avaliable by submitting my email, can you show me a form that works?

Not sure what that popup is, but you can download free samples of each ebook by entering your email address on each book's page.

I am not talking about free samples. The below image shows what I am talking about:
I saw at least two different free ebooks such as this one but when I entered my email, the form didn't work and no ebook was sent to me. I really want to have those free ebooks as they seem to be great.

It might be some script blocking you have on your computer that is effecting that light box. Or even a spam filter on your e-mail account stopping the e-mail from being delivered.
That looks like the "The PHP Anthology: 101 Essential Tips, Tricks & Hacks, 2nd Edition - Free 207 Page Preview!" http://www.sitepoint.com/books/phpant2/ (so that's just sample chapters by the looks of things).
Preferably you just want to visit: http://products.sitepoint.com/ and select a book from there (but usually they are just free sample chapters).
If you want a totally free SPF ebook we have a wonderful example here: http://blogs.sitepoint.com/thinking-web-voices-of-the-community/ (no silly marketing gimmicks with this book the whole book is free).
