I’ve tried coding web pages from scratch with jQuery Mobile and I’d like to see if there’s a way to can get a good looking, full, functional jQuery mobile template/pages with all the code and css files, and then just tweak-it/modify-it myself to fit my needs, rather then continue from scratch. Or find someone who can provide this type of help.

People normally add the JQM functionality to their sites. If you are looking for a template, then you are looking to buy a themed web site that is responsive and geared toward mobile. So search for those themed web site templates.
