Why xinha editor is not loading into this page?

hi all,
I used Xinha editor in my site for entering data into a text area field.
But it is showing in one page but not in another page…
See those pages::
In this page it is working:

But in this page it is not working:
http://www.rfcables.org/insert_article11.php

Give me your suggestions…

Crikey, that’s awful. The editor that is.

Why in the world are you using it? Have you looking into alternatives, such as TINYmce, YUI RTE, FCK Editor… ?

i tried another one like FCK editor but i want to configure it for my site related options only, other than that options i want to disable it…
But i dont know how to use and configure…
Can you help me config settings and how to implement in my site…(I searched in official site but it is not given the options for newbie).
