I have been coding forms by hand for years and, frankly they can be a pain to do. Especially when doing error checking, etc. I found a really cool web form builder at coffee cup. I have not bought it yet to use it, but I wanted to see if anyone else is using it, or if they are using something better.
A slightly different option is Wufoo, which might be useful for comparison, though it works somewhat differently—having online accounts etc.
