Phases I’m presuming will rank faster in result than short keywords. The competition is generally low on longer keywords?

Long keywords (phases) working well when it comes to rankings but nor all niche. For a better strategy, you should work on both. So, at initial level, long term keywords will help you to get visitors to your website.
It depends. It is not necessary that phrases or long-tail keywords have low competition and it is, therefore, not necessary that such keywords will rank quickly.
Keywords, both short and long tail, must be measured on the basis of their competitiveness.
