I’m looking for some wireframing applications which allow me to create diagrams as opposed to mock-ups.
I want to essentially be able to plan navigation structures, etc.
What would you recommend?

Are you looking for a SaaS (web based) solution, or something for your desktop computer? Mac or PC?
If your needs are pretty basic, the new Google Docs Diagrams work fairly well and the price is right. I really like the collaborative/sharing nature of Google Docs but if you’re working solo, that might not be as important.
