Visual effect or animation?

Hi everyone I’ve been here since 2001 I used to design CSS and Xhtml now I would like to learn and study after effect was wondering what to do you call this either visual effect or animation.

Generally in HTML/CSS, it’s an animation. But that’s usually predicated on the fact that you use the CSS property “animate”. I’d call it that normally anyway.

Same here.
All animations are visual effects, but not all visual effects are animations. eg. optical illusions. inset borders etc.
